Sacked but no NOC

 A reader in Dubai asks: My friend has been working as an engineer in a construction company in Dubai for nine months, the company has terminated his employment, saying that his services are no longer required as the project is almost complete. The company promised he would be given an NOC after a month's notice period. But his previous company will not give him the NOC without an offer letter from his new company and vice versa, please advise.

 The questioner is advised to explain to both the previous and the new sponsor of the Ministry of Labour's requirements, that in case of any visa transfer, the visa transfer application should be attached together with an NOC from the previous sponsor in order to transfer the visa, and the Ministry will review such an application afterwards.
