Dubai: The police will start implementing the new on-the-spot black points system for traffic offences from May 15, a senior police official said yesterday.

Brigadier Mohammad Saif Al Zafein, Director of Dubai Police's Traffic Department, said the first phase of the system will be implemented.

He said, according to the new system, if a motorist acquires 24 black points in one year, his or her driving licence will be cancelled for one year.

Previously, the total number of black points was 12 points.

Brigadier Al Zafein said there are some dangerous offences for which all 24 black points will be given.

"Reckless driving, causing deadly accidents in which the court rules, driving under the influence of alcohol in which the court rules, driving at 60k/hr, beyond the specified speed limit of the road, as well as driving without number plates are the offences for which motorists will receive 24 black points straight," he said.

Brigadier Al Zafein said there are offences for which a motorist acquires 24 points if repeated twice, such as jumping red signal, which is 12 points for the first time.

Punishment

The punishment also includes confiscation of the vehicle for one week for the first time, one month for the second time and on the third time, the motorist will be referred to the traffic court.

Other offences for which motorists acquire 12 black points are: driving on the hard shoulder, driving on the wrong side, driving over the speed limit specified for the road and less than 60k/hr, and trucks overtaking dangerously.

Brigadier Al Zafein said, according to the new system, any traffic offence by a truck driver will lead to the confiscation of the truck for one month.

"According to the new system, a confiscated truck can be released by paying Dh100 for each day of the confiscation," he said.

However, if a truck driver is involved in an accident and causes the truck to overturn or jumps the red signal, his driving licence will be cancelled, he cannot go for another driving test for one year and expatriates will be deported.

Brigadier Al Zafein said vehicles that jump red signals will be confiscated for one week for the first time, one month for the second time, while the motorist will be referred to traffic court for the third time.

According to the new system, vehicles will also be confiscated if motorists park them in parking allocated for people with special needs, or in front of fire outlets, or in places meant for passenger boarding.

Tinting

He said tinting over the permitted limit will also lead to the vehicle's confiscation for one month.

"The goal of implementing the new system is not only fining people, but to provide safety on the roads because motorists cause 80 to 90 per cent of accidents due to their mistakes, while the road plays a 10 per cent role in the accidents and the vehicle's role does not exceed to more than 2 to 3 per cent," Brigadier Al Zafein said.

I would say traffic law is getting better and better. One more thing police should consider is monitoring main roads for reckless drivers. They really cause lot of troubles to other drivers and create traffic congestions.

One complete booklet should be published by the Govt. stipulating all these rules, and it must be in different commonly used languages in the Emirates. And it should be free available at public places. Because many truck, buses and van, pick-up drivers are illiterate and do not understand the rules. Moreover the law should be equally implemented in all Emirates because different laws are confusing.

Regarding the traffic lights, some drivers find it so difficult to get the proper timing when to slow down or to proceed in the traffic lights. I think it would it be helpful if the government will put timer display on the traffic lights so that they will know whether to slow down and stop or to continue driving? In this case, we can lessen drivers jumping on the red lights.

Well I think public behaviour is the reason to implement such a hard rule on road, especially the motorists who don't care for their lives and also of others while driving recklessly. The most common violation in these days is hard shoulder.

Bravo. The new idea will definitely work out in a remarkable way. Nowadays even kids remind their parents/driver to take care not to break red signals. That means drivers who break red signals do it intentionally and they should be punished harsh. Anyway hats off to Dubai police.

Cannot RTA in Dubai starts putting on the time counters on every signal which will notify the seconds left for the signal to open or close as the case may be? It is there in India even, then why not in UAE where the speed of the vehicles in much faster.

I think this is not a solution for reckless driving. RTA and Dubai Traffic Police should expand the roads. Also implement some more rules and regulations for issuing new driving license. At the time of accident they can also check license of the driver who responsible for the accident. As most of the accidents are happen through new drivers.

Twenty four points is far too many. There is much reckless driving here in the UAE and 24 points allows a lot more before anything is done about it. Also 60 kmph above the speed limit is too much; it should be 40 kmph above to take the license away as it is in other countries. You condone 180 kmph on the freeway which is way too fast.

I do agree that motorists' mistakes leads to accidents, but some roads are designed in a strange way that cause more problems, like exits on interchanges, specially the ones in Sharjah.

12 points for driving above the speed limit (even if by 1 km/hr) is way too excessive. There should be a leeway given of 10 km /hr and at most 2 points given if the speed limit is exceeded beyond the above limit.
