Occupied Jerusalem: Hamas has claimed that a multi-million dollar US aid programme is intended to replace its elected government and return Fatah to power.

The US State Department put aside money last spring following Hamas’ win in the Palestinian legislative elections to "protect and promote moderation and democratic alternatives to Hamas," and is among a vast sum of money the US has allocated to bypass Hamas and help Palestinians.

The $42 million programme is creating mistrust, which is putting a strain on hopes that they can form a unity government, the two parties said.

Hamas is accusing Fatah of acting as Washington’s stooge in the region, which is heightening tensions that could result in more violence.


Although US officials say none of the $42 million has been spent yet, Hamas officials accused Washington of meddling in Palestinian affairs.

Hamas spokesman Salah Bardawil said the "American financing" is clearly meant to return Fatah to power.

"America is trying to consolidate its idea of a crusade launched by Bush, and they want tools for this war," Bardawil said.

Micaela Schweitzer-Bluhm, spokeswoman for the US Consulate in Jerusalem, said America doesn't send any money directly to Palestinian political parties, but instead provides funding and expertise to non-profit groups.

She said, "We build their capacity to make them more capable of participating in elections."
