Abu Dhabi: The National Election Committee yesterday released regulations to ensure the integrity of the Federal National Council (FNC) elections, scheduled for December 16, 18 and 20.
Under the regulations signed by Dr Anwar Gargash, Minister for FNC Affairs, a voter has only one vote but may elect up to half the FNC members in his emirate. He cannot cast his ballot more than once and may not authorise another person to vote by proxy.
Electioneering must not instigate religious, tribal or racial fanaticism. Under the code which include 68 articles, candidates may present their manifestos in various media.
Electioneering starts after the announcement of the final list of candidates and ends 48 hours before the election.
Schools, universities, places of worship, hospitals, public parks, governmental or semi-governmental facilities and shopping malls may not be used in campaigns. Loud speakers may not also be used unless inside halls assigned for election campaigns.
Electioneering can only be conducted by individual candidates and must not include programmes or promises, which are not in the tasks and authority of an FNC member.
Nominees also must not grant financial or in-kind gifts to the electorate.
